The very first meeting of the
Louisiana State Board of Practical Nurse Examiners was held at Charity
Hospital of Louisiana at New Orleans on Wednesday, January 12, 1949. |

The 5 members in attendance were
selected from a list submitted to Governor Earl K. Long for approval.
There was 1 absent appointed member and 3 unappointed members giving a
total of 9 board members. |

The 1st Chairman of the Board was Dr.
Robert Bernhard of New Orleans. |
|
|

The 1st LPN school in Louisiana was
The Vocational School in Shreveport. |

Margaret Lee Waltzer, RN and her salary in 1949 was $250/month. |

The 1st LPN license to be issued was
to Edna Rosso, LPN. |

The 1st licensing examinations were
in October of 1949. |

|
|
|
|

|
260 applicants wrote the 1st exam
and there were 4 failures. |

In 1948, the newly created board set
rules for waivering licensure requirements for those nurses who were in
practice. |
|
|

Applicants for licensure were
required to submit a recommendation from 4 physicians with whom they worked
for at least one year. |
|
|
 |
There were no requirements for
formal education. |
|
|
 |
A total of 2969 licenses were issued
by Waiver Act 509 in 1949. |
|
|
|

|
The waiver clause was removed
through legislative amendment in 1954. |
